How to Remove the Admin Bar in WordPress 3.1

A new release for WordPress is due shortly. Version 3.1 has some great improvements but one controversial addition is the Admin Bar as found on WordPress.com. This appears on the front of your site when you are logged in but there is no way to disable it by default.
